I can't say there is any dependance on the region.
Some of them could be crinimals, but not necessarily.
New rich people - may be, hate them.
Sometimes unexpectedly big money makes people crazy.

I can't say it's a special social class, but they are mostly not very good educated.

I would say these are people of a special psychological type -selfisch and proud of theirselves - that's all.
I think, they are very quiet when in Russia - and they go abroad to feel how great they really are
